Twyla Is Bigger Than Any One of Its Stories.
Our community has been through a difficult stretch. We've seen our neighbors on the news. We've had hard conversations at pickup lines and in grocery store parking lots. And I know some of you are struggling with what to make of recent events.
But let me be direct: Twyla is not defined by what happened at that pool. We are defined by how we take care of one another afterward. By making sure our kids have safe places to play. By showing up to council meetings and asking hard questions. By holding the door open for a stranger and knowing — actually knowing — your neighbor's name.
My office is open every Tuesday and Thursday from 2 to 4 p.m., no appointment needed. If you have concerns, come talk to us. This city belongs to all of you.

The Kevin Kline Jr. Community Pool at 412 Brentwood Circle is closed at the request of the Twyla Special Crimes Unit. The facility is an active investigation site. It will remain closed until law enforcement provides clearance. Residents needing aquatic access should contact Creve Coeur County Aquatic Center (10 min via I-270). Eight weeks of outdoor education, sports, and creative arts for ages 6–14. Held at Marlowe Memorial Park. Registration opens February 1. Financial assistance available.
Umpire Certification Program
The City of Twyla Parks & Recreation Department coordinates a youth baseball umpire certification program in partnership with Missouri Little League Association. Certification is offered three times per year and qualifies participants to officiate paid weekend games at Harwick Athletic Complex.
This is a genuine paid opportunity — certified umpires earn $22–$38 per game depending on division. Many Twyla residents find the flexible weekend schedule fits well alongside other work commitments. We've had parents, retirees, and even a few folks between jobs who really made it work for them.

Note: Background check required. Umpire gear is provided for your first season. Gear may also be sourced privately — standard umpire attire (dark slacks, mask, chest protector, and shin guards) is available through most sporting goods retailers.

About Kevin Kline Jr. Community Pool
The Kevin Kline Jr. Community Pool was constructed in 1987 and underwent a full renovation in 2011. The facility features a six-lane competition pool (25 yards), a separate splash area for children ages 2–8, a pool house with locker rooms and a concession window, and a shaded deck with 120 chairs.
The pool is named in honor of Kevin Kline, the St. Louis–born Academy Award–winning actor. The naming was approved by the City Council in 1989 following Kline's win for A Fish Called Wanda. The dedication plaque is mounted at the facility's main entrance.

Twyla residents and organizations may reserve park shelters, athletic fields, and the Civic Center Courtyard for private events. Requests must be submitted at least 14 days in advance. The Kevin Kline Jr. Pool is not available for reservation at this time.
Facility reservation staff will follow up within 3 business days. A reservation fee of $25–$150 applies depending on the facility. Alcohol permits require separate City Clerk approval.

Biography
Patricia Odum has served as Mayor of Twyla since January 2017, following her election in November 2016. Prior to her election, she served as Director of Community Development for St. Louis County and spent twelve years on the Twyla Planning Commission.
Mayor Odum is a graduate of Washington University in St. Louis and holds a master's degree in public administration from SLU. She grew up in Kirkwood, Missouri, and has lived in Twyla's Marlowe District since 1998.
Her priorities include fiscal transparency, the expansion of Twyla's accessible transportation network, partnerships with major employers like Purina, and maintaining the community's character as development pressures increase along the Route 40 corridor.
Open Door Office Hours
Mayor Odum holds open office hours every Tuesday and Thursday from 2:00 to 4:00 PM — no appointment necessary. Residents are welcome to drop by City Hall Room 101 with concerns, questions, or just to introduce themselves. The Mayor takes all comments seriously and personally responds to written correspondence within five business days.

The City of Twyla is committed to making all public services, communications, and facilities accessible to every resident. The Accessibility Office coordinates ADA compliance, ASL interpreter services, and inclusive programming across all city departments.
ASL Interpretation Services
Twyla expanded its ASL interpretation program in 2018 through a partnership with WTGK-10. This was driven in part by the city's relationship with Floyd Smernitch, who served as an on-air ASL interpreter at the station and brought attention to the need for certified emergency interpreters during severe weather events.
Live ASL interpretation is now provided for:

ADA Facilities Compliance
City Hall, all park facilities, and public restrooms meet current ADA standards. The Parks & Rec loaner bike program offers adaptive cycling equipment including two hand-cycle models in addition to the standard recumbent bikes.

Twyla Fire provides fire suppression, emergency medical services (first-response and transport), hazardous materials mitigation, and technical rescue. The department responds to an average of 1,840 calls annually.
Cyclone & Severe Weather Preparedness
Twyla sits in a region susceptible to severe storm systems moving northeast from the Oklahoma–Kansas corridor. The city maintains six outdoor warning sirens across the Grantley, Brentwood, Harwick, and Marlowe districts. When a siren sounds, move to an interior room on the lowest floor of a sturdy building immediately — do not go outside to look at the sky.
WTGK-10's Clark Forrest leads local emergency weather coverage. All WTGK severe weather broadcasts now include live ASL interpretation per the city's 2018 accessibility agreement.

Fire Prevention Week visits to all Twyla elementary schools. Smoke detector installation assistance for income-qualified residents. CPR/AED training offered free at Station 1, third Saturday of each month at 9:00 AM.

Twyla PD offers free residential security assessments to any resident who requests one. An officer will evaluate your home's exterior vulnerabilities, lighting, and locking systems and provide a written report with recommendations. No obligation, no judgment. Schedule at (314) 555-0182.
🚲 Bicycle Registration
Register your bicycle with Twyla PD for free. Registration includes recording your serial number and a reflective property tag. This assists recovery if your bicycle is stolen. Recumbent bicycle registrations are processed at the same rate as standard bikes. Note: registration does not authorize leaving a bike unattended at a pool facility.

Emergencies don't schedule themselves around your routine. Twyla's Emergency Management Office recommends every household maintain a minimum 72-hour emergency kit including water (1 gallon/person/day), non-perishable food, a flashlight, battery-powered radio, first aid kit, and copies of important documents.

When outdoor sirens sound: go inside immediately to the lowest floor, interior room
Stay away from windows — this is not negotiable
Do not go to the pool, a park, or any open structure
Monitor WTGK-10 (Channel 9) for real-time updates — ASL interpretation available on all severe weather broadcasts
Power Outage Procedures
In the event of an extended outage, Twyla opens a warming/cooling center at City Hall and Harwick Athletic Complex. Call (314) 555-0140 to confirm hours. Do not use gas generators indoors.
Emergency Contacts for Vulnerable Residents
If you are aware of a neighbor who is elderly, has a disability, or lives alone and may need assistance during an emergency, register them with the Twyla PD welfare check program. Officers will proactively check on registered residents during declared emergencies. Call (314) 555-0182.

Building Permits & Inspections
All construction, renovation, and improvement projects in Twyla require a building permit unless specifically exempted. The Planning & Zoning Department processes permit applications and coordinates inspections through the City's licensed building officials.

Proposed Ordinance 2018-41 — Swing Set Setback Requirements
The Planning Commission is reviewing a proposed ordinance requiring a permit and setback review for any swing set, play structure, or outdoor playground equipment installed within 12 feet of a property line or within 8 feet of any tree with a trunk diameter exceeding 6 inches.
The proposal came after a series of resident complaints about shade obstruction, structural interference with tree root systems, and one reported incident on Grantley Road involving line-of-sight concerns with adjacent property. A public hearing is scheduled for November 26 at 6:30 PM, City Hall.
Residents who wish to comment on Ordinance 2018-41 may submit written comments to the City Clerk before 5:00 PM on November 26, or appear in person during the public comment period.
Utility Billing & Services
Account Services
Twyla Utilities provides water, sewer, and stormwater services to all residential and commercial accounts within city limits. Bills are issued monthly. The average residential bill in 2018 is $64.20/month.
Start, Stop, or Transfer Service
Submit a service request at least 3 business days before your requested start/stop date. Required: government-issued ID, property address, and account holder name. New service connections require an inspection.

Water Quality
Twyla's water is sourced from the Missouri American Water system and meets all EPA and Missouri DNR standards. The annual water quality report is available from the Public Works Department. Current lead test results: 0.003 mg/L (EPA action level: 0.015 mg/L).
Trash, Recycling & Bulk Pickup
Collection Schedule
Trash: Tuesdays and Fridays, curbside by 7:00 AM. Recycling: Every other Friday. Blue bins available at City Hall (free, first bin). Yard Waste: Mondays, April 15–December 1 only. Leaves and grass in paper bags only — no plastic.
Bulk Item Pickup
Large items (furniture, appliances, mattresses) may be scheduled for pickup by calling (314) 555-0175. Two-week advance notice required. Limit: 3 large items per pickup. Televisions and electronics must go to the St. Louis County hazardous materials event — not curbside.
What Goes in Recycling?
Paper, cardboard, plastic bottles/jugs (#1–#5), glass bottles and jars, aluminum and steel cans. No plastic bags, no foam, no pizza boxes. When in doubt, leave it out.
Holiday Schedule
Collection is delayed one day following Thanksgiving, Christmas Day, and New Year's Day. All other holidays: regular schedule.

General Business License
All businesses operating within Twyla city limits must obtain a City of Twyla Business License. Licenses are valid January 1–December 31 and must be renewed annually. The 2019 renewal window opens December 1, 2018.

Special Use Permits
Certain business activities require a Special Use Permit in addition to the standard business license. These include food service operations, event hosting venues, extended-stay lodging facilities, and businesses with outdoor signage exceeding city code dimensions.
Quality Garden Suites Event Hosting Application (#2018-SUP-019) is currently under review by the Planning Commission. A public hearing is scheduled for November 19. Ward 4 Councilmember Clara Gilchrist has requested additional traffic impact analysis before the vote.

Development & Investment
Purina Phase II Expansion
Nestlé Purina PetCare broke ground on Phase II of its Twyla regional campus on October 28, 2018. The $14 million expansion will add approximately 200 full-time positions to Twyla's employment base over the next three years. The project includes a new 80,000 sq ft office building and expanded R&D facilities.
The City of Twyla supported the project with a 10-year property tax abatement under the Missouri Economic Development Act. Carol Smernitch of Purina's current Twyla team was recognized at the groundbreaking ceremony for her work on the employee wellness initiative.
Route 40 Corridor
The Route 40 commercial corridor is Twyla's primary economic development zone. The city is actively managing several applications, including the Quality Garden Suites expansion, which would add 48 rooms and an event hosting facility to the property at 2100 Route 40.
Harwick Avenue Revitalization
The Harwick Avenue Business Association, in partnership with the city, is implementing a three-year streetscape improvement plan including new sidewalks, lighting, and signage standards. Harwick Avenue street parking remains free — a policy that has been in effect since 1988 and will remain unchanged under the current administration.
